Certification

The financial incentives provided under Medicare and Medicaid are available to eligible professionals who implement and demonstrate "meaningful use" of "certified" EHR technology. To demonstrate Meaningful Use and be eligible for stimulus funds, EPs must use an electronic health record system (EHR) certified by an Authorized Testing and Certification Body (ATCB), as selected by the Office of the National Coordinator for HIT (ONCHIT).

Become a Meaningful User

Eligible professionals must meet a core set of meaningful use objectives and associated measures: including five of 10 so-called "menu set" objectives and associated measures (including one public health measure). However, certain objectives and measures may not apply to the particular provider and therefore, the eligible profesional need not comply with such measures if an exclusion is permitted. CMS requires providers to report the clinical quality measure data exactly as it is generated as output from the certified EHR technology in order to successfully demonstrate meaningful use. If the EP practices at multiple sites, 50 percent of the patient encounters (based on the place of service codes) must be at sites with certified EHR.

EP Registration
All eligible professionals intending to participate in the EHR incentive program are required to register through CMS. Start now by clicking this link: www.cms.gov/EHRincentiveprograms.

Medicare Registration
Medicare-eligible professionals must have a National Provider Identifier (NPI), and be enrolled in the CMS Provider Enrollment, Chain and Ownership System (PECOS) to participate in the EHR incentive program.
To register, CMS also requires:
  • National Plan and Provider Enumeration System (NPPES) User ID and Password
  • Payee Tax Identification Number (if the EP is reassigning his/her benefits)
  • Payee National Provider Identifier (NPI) (if the EP is reassigning his/her benefits

    Attest -- Get Paid!

    To successfully participate in the program, participants must attest that they completed the 15 core measures, the five menu-based measures and any claimed exclusions, all the while using a certified system to accomplish these objectives.

    To receive your EHR incentive payment, you must attest (legally state) through Medicare's secure web site that you've demonstrated "meaningful use" with certified EHR technology.

    Medicaid Incentive Payment Attestation
    To receive your EHR incentive payment, you must attest (legally state) through your state's Medicaid agency web site that you've met all of the eligibility criteria, including having adopted, implemented, upgraded or meaningfully used certified EHR technology. Visit your state's Medicaid agency Web site for more information.

    Each state will detail its payment method for Medicaid program participants. Medicaid incentives will be paid by the State, but the timing will vary according to State. While the Medicare EHR incentive program is available to eligible professionals participating in Medicare or submitting claims to Medicare beneficiaries on behalf of patients, inclusion in the Medicaid program requires a minimum of 30 percent Medicaid patient volume. If you drop below the threshold, you can change programs – but only once. (The same switch can be made from Medicare to Medicaid, if you become eligible and interested in participating in your state’s incentive program).
