The financial incentives provided under Medicare and Medicaid are available to eligible professionals who implement and demonstrate "meaningful use" of "certified" EHR technology. Eligible professionals must meet a core set of meaningful use objectives and associated measures: including five of 10 so-called "menu set" objectives and associated measures (including one public health measure). However, certain objectives and measures may not apply to the particular provider and therefore, the eligible profesional need not comply with such measures if an exclusion is permitted. Medicaid Incentive Payment Attestation
To receive your EHR incentive payment, you must attest (legally state) through your state's Medicaid agency web site that you've met all of the eligibility criteria, including having adopted, implemented, upgraded or meaningfully used certified EHR technology. Visit your state's Medicaid agency Web site for more information.

Each state will detail its payment method for Medicaid program participants. Medicaid incentives will be paid by the State, but the timing will vary according to State. While the Medicare EHR incentive program is available to eligible professionals participating in Medicare or submitting claims to Medicare beneficiaries on behalf of patients, inclusion in the Medicaid program requires a minimum of 30 percent Medicaid patient volume. If you drop below the threshold, you can change programs – but only once. (The same switch can be made from Medicare to Medicaid, if you become eligible and interested in participating in your state’s incentive program).
